    A Revenue Neutral Global Carbon Tax to Solve the Global Warming Problem

    In this paper, we want to make a limitation of global warming as it was agreed on the Copenhagen Summit. Here we propose a revenue-neutral global carbon tax as a possible solution. We will show that a carbon tax is superior to a cap and trade mechanism and that there are some chances that the majority of all countries will accept the proposal.     A study on the Application of the NCDD’s Poverty Alleviation Program: The Case of the People’s Participation in Rural Development in Cambodia

    This paper analyzes the level and means of the people’s participation in the sustainable development program of the NCDD (National Committee for Democratic Development) in order to alleviate the poverty via the survey of community development in Cambodia where the decentralization and deconcetration had been introduced since 1996 via Seil program. The people’s participation in rural development was a lesson learnt, which created and funded by UNDP/CARERE and Cambodian Government, for local authority in term local governance delegation in investing in public goods. In the program, grassroots and local authorities play active role in planning, implementing, and monitoring the projects, especially rural physical infrastructures. The development challenges basically are education and income of the grassroots, which undermine a social capital accumulation. The education plays the influent role in planning phase while the income does in implementing phase, where the grassroots are altruism. The low educated and earned people lost their social value in expressing their opinion and idea in planning and implementing phase. The program could be developed slowly the influent factors when the many supports are needed. Keywords: sustainable development, people’s participation, decentralization, and deconcentration.

    Application of Interest Ceiling on Microfinance Loan in Cambodia

    Microfinance is a main source of capital for small loan borrower which the role of bank disappears for such loan. However, the loan provided by microfinance contains both negative and positive consequences for rural development. With easy-getting loan, borrow do not hesitate to borrow loan with care about their income which cause high saturation. In order to reduce loan saturation and ability of paying back loan, an interest ceiling is set by the Royal Government of Cambodia. So, our research aims to find whether the interest ceiling can be applied or not, and the effect on financing to rural business. Aftermath, a present of additional fee for loan process was charged to the borrow. However, this interest ceiling cannot be applied without the fee. The use of loan plays important role for the borrower to pay back. Without business guideline and with encouragement from the credit officer, people borrow the loan from finance to financing the personal consumption rather than for business processing.     Behavior of Cambodian People Response to Chinese Investment in Cambodia

    Over the past 10 years, the relationship between Cambodia and China have been strengthened due to geographical conditions with the economic aids (concessional loans), investment, trade, tourism and banking. With China economic relation, Cambodia has boosted its economic power from Western sanctions, including the United States and the European Union. Around Cambodia’s economic growth, FDI inflows total $ 2155 million in 2017, that 24% from mainland China, 11% from Hong Kong. Cambodian largest investment source is China with investment total amount of US $ 860 million and accounting for 61% of total foreign investment. However, this investment can make Cambodia’s mindset changes. The influence of Western ideology is also a factor, beside economic and socio-cultural factors, distorts the relationship between China and Cambodia. How these factors influence the relation? The goal of the research is seeking for the effect of Chinese investor, workers, peoples, and tourist on Cambodian society, and economy in order to find out the feedback from public on the Chinese investment. It will the keys for both government to harmonize and strengthen the relaitonship between Cambodia and China in the framework of BRI. The research objectives are the effect of Chinese investment on Cambodian society and economy. This is a mixed research between qualitative and quantitative data which is base on Grounded Theory and Survey.     Cambodia China Trade Relations in Digital Age

    The general idea of bilateral economic relation is to enhance the welfare by increasing the trade in goods and service and flows of production factors. It is well-known from classical trade theory, which is at least based on the work of Ricardo and Heckscher-Ohlin, that the abolition of all kind of trade barriers and all reductions of transaction costs increases the efficiency of all involved trading countries and the overall welfare in all concerned countries. In so far, free trade is in general a first best solution. According to gravity model of trade, China is a big partner of Cambodia in term of population and GDP. China has total population of 1,420 million habitants, where the Chinese language is use the most in the world. China also has experience of economic growth of 7.5% over last ten years. In 2017, China has the total GDP of $25 trillion (at PPP) which the largest GDP in the world (at current price is $14 trillion, the second largest).

    Macroeconomic Policies and Economic Growth of Cambodia during the COVID-19 Era

    The purpose of this research paper is to observe the most impacted sector among the three major contributors, including agricultural, manufacturing and service sectors on Cambodia economic growth. Additionally, the scenario analysis was employed to indicate the negative impact of the global widespread pandemic of Covid-19 on Cambodia economic growth. Responding to the research question, the VAR model which consists of the four endogenous variables, such as the real GDP growth rate, the growth rate of agricultural, the manufacturing and service sectors was run using the quarterly data from 2001:Q1 until 2019:Q4. The empirical result from the VAR model indicated that the industrial or manufacturing sector is the major contributor to Cambodia economic growth while agriculture and service respectively rank number two and three as the sectors influencing Cambodia economic growth. Furthermore, the scenario analysis indicated that in the case that all of the three sectors decrease by 5 percent quarterly for four quarters, Cambodia economic growth is expected to drop around 3.62 percent quarterly. Therefore, to minimize the impact of Covid-19 on Cambodia economic growth, the Royal Government of Cambodia is recommended to form the policy to support domestic manufacturing, especially the SMEs through increasing the regulation on the imported products that Cambodia can produce. The government should provide tax exemption and support to domestic manufacturers. Moreover, the government should provide financial and technical supports to the domestic manufacturers. Finally, the government should facilitate the improvement of the ability of domestic labor by providing vocational trainings.. Keywords: GDP; Covid-19; VAR Model; Scenario Analysis

    Regional Economic Integration of the Great Mekong Sub-Region Perspectives and Risks

    According to the Asian Development Bank (ADB), the Greater Mekong Sub-region (GMS) Program is a program initiated in 1992 by Cambodia, the People’s Republic of China (PRC, specifically Yunnan Province and Guangxi Zhuang Autonomous Region), the Laos People’s Democratic Republic (Laos), Myanmar, Thailand, and Vietnam to enhance regional economic development of the GMS and the economic relations of its member states with assistance of the ADB. The GMS is a natural economic area bound together by the Mekong River, and it enfolds a geographical area of 2.6 million square kilometer. Just around 326 million people live within this area. Even that the program in general covers nine sectors like agriculture, energy, environment, human-resource development, investment, telecommunications, tourism, transport infrastructure, and transport and trade facilitation, we focus our considerations, mostly on the main objectives of the GMS program: the connectivity and competitiveness of the member regions, which can be achieved primarily through the improvement of transport infrastructure and trade facilitation.

    Socio-Economic Challenges of People in Cambodia

    People residing in rural area of various parts of Cambodia are facing challenges related to unsustainability and poverty, especially for agricultural and small-business sector. Despite, Cambodia experiences with high constant growth rate of about 7% over last 5 years, the growth is not shares at the same extent to the rural people. The studies indicate that challenges related to unsustainability rural poverty is interrelated. it still faces some challenges for development, in terms of quality of public service delivery, land administration, natural resource management, environmental sustainability and good governance. This study addresses the socio-economic challenges of Cambodian’s people in Battambang, Siem Reap, Kampong Cham, and Preah Sihanouk province, with 1567 sample size. The aim of the research is to understand how broad-based development to fulfill the grassroots’ socio-economic needs in Cambodian society.     Sources of Economic Growth in Cambodia

    This paper aims to find out the main sources of economic growth, which is main driver for Cambodian economic development in context of globalization. The study found that two main factors: capital development and total productivity. Inside the capital development, official development assistant (ODA), and foreign direct investment (FDI) play important roles in raising fixed capital formation which is the long-run growth. Furthermore, development of education, vocation training, and job experience are core of total productivity growth. Keywords: growth; development; ODA; FDI; productivity
